Founded in 1994,
Paradigm is a privately held business headquartered in Arlington,
Virginia
with more than 270 professionals, specializing in acquisition,
business, financial, and program management support to Department of
Defense and other Federal Government customers. Paradigm began
operations with its first contract for financial management and cost
estimating support to the U.S. Naval Sea Systems Command (NAVSEA) in
1994 and has grown into a full service, customer-oriented
professional and technical services company. Paradigm’s 17 years of
corporate experience reflects integrated acquisition and financial
management support to numerous DoD Acquisition Category I (ACAT I)
programs. Over the past 17 years, Paradigm’s core competencies have
expanded to include: Financial Management; Cost Estimating &
Analysis; Acquisition Management; Earned Value Management (EVM) and
Program Analysis; System Engineering; Test and Evaluation; and
Business Process Reengineering and Improvement (including Lean Six
Sigma expertise).
Paradigm
employs highly educated and trained professionals. In addition to
possessing relevant bachelors and masters degrees, our staff holds
coveted certifications. For instance, many of our staff are
certified Program Management Professionals (PMPs); Certified Defense
Financial Managers (CDFMs) and/or hold DoD Acquisition Corps Level
III certifications in Program Management; Business, Cost Estimating
and Financial Management; Systems Engineering; or Test and
Evaluation. More than 95 percent of Paradigm’s professionals possess
security clearances. Paradigm
maintains major field operations in Huntsville, AL; Dahlgren, VA and Stafford, VA; and has key professionals providing on-site customer
support at the Washington Navy Yard; Crystal City, VA;
Colorado Springs, CO;
Newport News, VA; and Boston, MA.
PARADIGM TECHNOLOGIES’ QUALITY ASSURANCE PLAN:
Paradigm’s approach includes quality assurance plans tailored to specific task orders. The team’s quality assurance approach will ensure Department standards are applied to all support efforts. Specific Quality Assurance (QA) methods to be incorporated into SeaPort-E QA plans include but are not limited to the following:
Peer reviews: Paradigm will apply the significant and diverse knowledge base of the team by conducting ad-hoc and Program Manager requested task order product reviews with Paradigm team employees.
Comparison of products to Navy standards: Paradigm will assure compliance with programmatic, technical, and financial management standards originating from OSD (i.e. POM prep instructions, acquisition/financial management regulations); department references or from specific Navy department codes and related guidance (i.e. PM priorities).
In-progress Customer/Paradigm Program Manager/Task Order Manager Review: Paradigm will work with clients and take advantage of daily interaction/feedback/direction. The Paradigm PM will also provide QA review of work products with focus on timeliness of product delivery.
Product Configuration Control: Paradigm will support customers in configuration control of programmatic, technical, and financial management analysis related products to assure organized change management, version control, and archiving of current/historical program information.
